In certain communities, "Federation" has become the buzzword for the
following conversation:

"Hey, as we move out on this SOA thing, we sorta have to reach agreement
on some things and have to make sure we have the proper governance
processes in place to make sure we are all pointing in the same
direction!"

"Agreement? Governance? Doesn't that take hard work, time, and the
ability to compromise on immediate needs in order to fulfill long range
goals?  Doesn't that actually require <lowered voice, eyes darting this
way and that way> working with people?   Nah. That is so 20th century!
Darn it, haven't you been listening to our vendors and consultants?
That's the point of this whole SOA thing. We don't have to agree; we can
just keep on doing what we've been doing all along! We just have to...
Federate!"
