I think that's the "truth" about the organization many SOA 
evangelists have overlooked - organizations are not going to 
restructure and reorganize suddenly because something is going to 
be "good" for the whole. That's human nature. :)
It's not too much of finding the solution, it's more on finding a 
path to get there.

Whatever the cause of such heterogeneous situations, one just has to 
deal with it in a pragmatic manner.
