That's what I love about SOA so much. The term is so vague that pundits can
completely disagree about something so basic as whether or not reuse/sharing
is a primary goal. SOA is truly in the eye of the beholder! <grin>

Maybe the view is prevalent because the OASIS RM for SOA ratified it: "SOA
is a means of organizing solutions that promotes reuse, growth and
interoperability." (line 175)
