He says the recent "SOA is Dead" debate has actually rejuvenated
interest in service oriented architecture, and notes that if your budget
has been tightened, this is a great time to revisit some of those
foundering projects that never quite seem to get traction:

are underperforming, forward-thinking companies are recognizing the
need to revamp these projects to achieve the critical returns they
once promised. By implementing SOA governance initiatives with a
well-planned and incremental approach, these companies are able to
streamline wasteful and unruly SOA projects, eliminating duplicated
development through governance practices."
Bacili observes that SOA projects with less-than-stellar performance may
be suddenly vulnerable to the budget knife. But instead of cutting,
companies should ramp up their SOA efforts to "reuse existing assets,
improve time-to-market and effectively measure results.">>
