Co-ownership?  A dangerous thing, then you often get into the state where
nothing happens because they can't all agree or the "its always the other
guys fault"

Direct attributable cost to a business entity can work, but sometimes you'll
get the "I'm paying for it so just do it" mentality.

I tend to like assigning the cost to a single business person and thus any
new requirements hit their budget.
