@dholmes-ora I put some comments in the main bug (this is a subtask) about what 
I'm trying to do.  Please comment there and make suggestions that you believe 
in. If you'd like to discuss, we can do that also.  These subtasks are cleanups 
that break up the larger problem into smaller pieces. I could share a patch of 
the whole cleanup with you but I don't think you want that in a pull request!
