"The full status of incubation is at <URL>" is not what the board accepts as
a report. No reports by reference. Actual text describing status and
progress, please. :-)

That should have the standard checklist as well as a log of important
events, but we also want descriptive text in a Board report.
Considering that both ActiveMQ and ServiceMix really ought to be targeting
TLP status, learning to do this is important.
