Yes. You are working as their agent, a part of their organization in
effect, under this contract. Therefore there is no distribution. As
long as they aren't going to copy it beyond their organization it's
not an issue.

Of course if they turn around and distribute it beyond their
organuization, that would have to be under the GPL. Note that there
is nothing wrong with charging someone to develop, under GPL, something
they need.

Note that nobody will ever force you to distribute.

If that is not acceptable, then I can provide a different, non-free license.
In that case you can still use the GPL to evaluate it.

However, I think most people will be able to use it for free under the GPL,
and not need the additional license.
