I suggest having the servlet throw an UnavailableException.  That's the
programatic way for a servlet to indicate it can't service additional
requests.  You can specify a duration for the unavailability as well,
and a server has the option of using that value.

Beware this approach may not work wtih the JSDK 2.1 reference
implementation due to a bug I saw reported here earlier.  It's still
the proper thing to do however.  Just do make sure your server's
behaving correctly.
