Hello,
the line : repositories=C:\Program Files\Apache Group\Apache
in your zones.properties file is rather strange. I'm not sure you're
allowed to place your servlets (the class files) in the root level of your
Apache installation (even if its possible, it will lead you to a serious
mess in term of file organization).
You may want to devote a "servlet" (or whatever name you want) directory to
store your servlets. Its seems to be the case in your set up as you have
your Cocoon servlet in a "servlet" directory (see in your
servlet.properties file the line
servlet.org.apache.cocoon.Cocoon.initArgs=properties=C:\Program
Files\Apache Group\Apache JServ\servlet\cocoon.properties)
