I think the deal is: you must have a copy of Jason Hunter's book 'Java Servlet
Programming' for each (Servlet) developer in the company, then you can use the
com.oreilly.servlet tools. Alternatively, it is free for non-commercial use. the
full license is at:
http://www.servlets.com/resources/com.oreilly.servlet/license.html
So not free, but then not expensive :)
