For Netscape (at least how it's installed by standard InstallShield):
c:\Program Files\Netscape\Users\user'sname\cookies.txt
Windows has a folder at c:\windows\cookies
I'm assuming IE makes use of this, but
since I'm not an IE user the folder on my system is empty.
