If you mean the develope tools.  JDK1.1 and JSDK2.0 are basic needs.

If you mean servlet engine, you can choose
Java Web Server (java.sun.com).
or a totally free of charge sollution:
   apache web server ( www.apache.org)
   apache jserv (java.apache.org)
   jsdk2.0(java.sun.com)
   linux + jdk1.1.7(www.backdown.org).
