You could give Aaron Porter's GifServlet a try:

I personally never used it, but if your thumbnails are not
that large GIF images might be sufficient for the
thumbnails. Then you could use the GIFServlet together
with the scaling java.awt.Graphics.drawImage function to
produce your thumbnails.
