I think you are confusing the life of the cookie with the life of the
session.
The user could close their browser losing their session id cookie, but
the session itself would still exist until the timeout is reached. The
session is still alive, but the user has no way of reaching it.
Or the session could time out while the user's browser is still open and
they still have the session cookie. It just wouldn't do them any good.
