This sounds like a job for Servlet chaining -- if your engine supports it.

There are a lot of web sites out there that want to be as accessible as possible --
they want all of the traffic they can get.  This means finding workarounds for
non-cookie browsers, supporting SSL 2.0 with 40 bit keys, not using frames and even
eliminating graphic content for Lynx users.  That's fine for them.  Personally,
though, if someone wants to send me sensitive data using weak SSLv2, I wouldn't
want to liability of letting them do it.

Most of the sites I've worked on have had a corporate use.  By using the site, the
clients gain substantial advantages, such as increased customer service,
flexibility using some kind of service and lower costs.  In this case, the provider
of the service has some leverage to mandate a technology level and even a specific
browser (although I try to promote browser neutrality).
