Did you set your CLASSPATH?
Here how I set mine.
Windows:
SET CLASSPATH=.;D:\JDK1.2.2\LIB\TOOLS.JAR;D:\JSWDK-1.0.1\LIB\SERVLET.JAR
Linux:
export CLASSPATH=/usr/local/JSDK2.0/
