I wud suggest that you try it thru JavaScript/DHTML route. It will result in a heavy client but will be fast and effective. Other bottle neck is that only IE4+ browsers will help you there. Otherwise its quite tough thru Servlets (not a nice idea altogether, leave that).

I am working on a project in servlets where in i am
giving certain reports to the customer. These reports are in the form
of certain templates . I am planning to give an option where in the
customer defines his own templates by specifying the layout .borders
, tag used etc . Then i will be needing store this as a HTML object in
the data base so that it can be retrieved during report generation.My
doubt is ,is it possible to give an entire HTML editor like application
