I'm fairly sure there are XML (ie: XSL) tools for doing this...
But since you don't say what you want to generate from, or in what
way it's difficult to be helpfull.
Note also that I imagine that you can generate a PDF in a servlet in
the same way you would generate a PDF anywhere else... you could even
do it with command line tools by calling them with Runtime.
