The stylesheet has to be accesible by the servlet engine (ie: in the
servlet engine's docroot) or have a full path specified in the HTML
page.
Your stylesheet is probably outside the document root of the servlet
engine.
If that's not it you may not have a webserver servlet loaded against
the default path ("/").
