You are using an early version of servletrunner or some other
development server which is not a full fledged web server. It will not
serve any static html files. It will only respond to requests for a
servlet.

If you need the capability to serve static html files, you will have to
find some other test server. The server that comes with JSDK2.2 can
serve static files. There are probably others. I do remember long ago
that someone posted a modification that would allow servletrunner to
serve static files. Check way back in the archives and you may find it.
