Please look at the Help menu item that comes with JDeveloper, the tutorial
it comes with would be useful too, since it covers all this stuff.

No, but you'll need to add into the projects Library. Double clicking, (or
right clicking and choosing properties, or using the menu) will bring up a
panel, click on the "Libraries" tab, and add it in.

Yep, JDeveloper is a dev tool, although if you use Oracle it can deploy the
package for you.
