As far as I know, it is refreshed at every hit. But your browser may have
some settings that make it search in the cache. In Internet Explorer, go to
Tools>Internet Options>Temporary Internet Files>Settings and make sure you
have "Every visit to the page" checked instead of "Automatically". This
worked for me and my clients (although it did give us some headaches at what
the problem could be :)).
