Tricky... there was a suggestion for having app-wide JSP includes,
which would have solved your problem... but the consensus of experts
didn't like it.
If you suggest it to Sun (via the normal email) it will get discussed
again.
Personally I think that the functionality is something that could be
provided by engines but shouldn't be in the spec.
