i think the "?" would be missing as Kevin suggested plus i still think
encodeURL is the proper method to use as it will take care of the
conversion from spaces to '+' etc...

Actually, the space you see below was due to a cut and paste problem:-).
I correctly have the syntax in my code, however, it is still NOT working.
I am still getting NULL values for priority.

Using the form as you suggest should work. However, using encodeURL is
not correct. According to the servlet API,
HttpServletResponse.encodeURL(String) "Encodes the specified URL by
including the session ID in it, or, if encoding is not needed, returns
the URL unchanged."

The problem is more likely that the URL is not properly formed:

There should be a "?" and no white space between 'IM' and 'prodcode':
../servlet/IM?prodcode=...
