Have you tried creating the urlString first, as in:
String myUrl =
Projectrates_Location.jsp?projectid="+<%=Sprojectid%>+"¤cy="+<%=Scurrency%>+"&maxhrs="+<%=Smaxhrs%>;
and then called the forward as:
<jsp:forward page='myUrl'/>
Just an idea..may work..!
