I tried to do something like this earlier and it turned out that I needed
to put the xml files into tomcat_home/bin

I didn't really find out if this is configurable but it seemed to work for
me. I am sure that if you look into this it might be possible to change
where the XML and other related files should go.

Not an ideal solution, but I hope this helps somewhat.
