ls startup.bat doesn't show any files, I take it?  Are you in the directory
where you installed tomcat/bin?  Did you install it?  Are you sure it's
complete.  I'm not an expert at admin'ing tomcat.  But, I do recall looking
at startup.bat and seeing all the TOMCAT_HOME setup in there.  I'm using
the latest major release of tomcat.
