 Because the server always has to check again in
any case, and handle the error appropriately.

 You can't write programs that crash (or corrupt
data) just because somebody accessed them from a
browser with Javascript turned off. (Not to
mention peope who purposely feed bad data to
them)

 Even if 99% of your users have Javascript
turned on, that still leaves 1% of them happily
corrupting their data...

 Best to do very perfunctory validity checks on
the client side, and put most of the effort
into getting the server side rock solid. If
you can do both, so much the better, but the
server-side needs to come first.
