an (Open) Relay is descirbed quite well here:

It is not a java problem, more a problem with the mail server you are
communicating with. Typically this could be because you have dialed up to
the internet with connection A, and are then trying to send email from your
Connection B account. The mail server knows what connection you are using
and will nly allow you to send email from your connection B email address
when dialing up with your connection B account.
Mail servers which allow this are called Open Relay's, and they are a real
delight for Spammers....
