The 2.2 spec introduced the idea of a "web application".

A web application is what goes into a war file.
Section SRV.9 of the 2.3 draft spec goes into
some detail, as will any (recent) servlet book
and (probably, I haven't looked) the tutorials
linked off Sun's servlet page.
I don't mean to put you off, it's just that the
explanation you'll get from the above sources is
much, much better than what I could write in a
quick email :-)
