Tomcat comes with four files: LocalStrings.properties (Default - English LocalStrings_en.properties (English) LocalStrings_es.properties (Spanish) LocalStrings_fr.propertes (French) Apparently there isn't a locale file for German in the basic installation. You therefore need to copy one of the existing files and name it LocalStrings_de.properties. You will then need to edit it and convert the message strings to German. The reason that it is looking for the LocalStrings_de file is that the JVM is detecting that your default language is German on your machine.
