The files MAY not be found even if it is the root directory of the webapp. It depends 
upon what the request URI for the current request is.

The javadocs for this method say the following :

the relative URL to an absolute URL before sending the response to the client. If the 
location is relative without a leading '/' the container interprets it as relative to 
the current request URI. If the location is relative with a leading '/' the container 
interprets it as relative to the servlet container root.

The important thing to note here is that if the url is not absolute, it is treated as 
relative to the current request URI.
