This is really a matter for individual engine implementors. It is a
hole in utility I agree.

Tomcat does have some support for doing this (you can override context
parameter defs in the server.xml).

I believe you've got to try and force the container providers to
provide features for doing this. It's pretty rubbish that they don't
yet.
