If your intention is to write formatting commands to a text file which is then processed to produce a PDF file, then an approach that I have used successfully is pdftex. However, pdftex is a command line utility, not a java api. The SGML latex code is written to a file, then processed by pdftex at which point any required image files are included to output PDF. Pdftex, aka pdflatex ( http://www.ctan.org/tex-archive/systems/pdftex/ ) comes as part of the tetex distribution ( http://www.ctan.org/tex-archive/systems/unix/teTeX/ ). This is all freeware.
