Just to conclude:
 
It's the browser issue. I was doing the encoding. but I was IE how does one level of 
decoding. and that is the reason that "Street+%23+14" is passed as "Street+#+14".
I checked this on Netscape, It works fine there. 
Inorder to make it working, I have to double encode the value and decode after read. 
This way It is working in both IE and Netscape.

        as It just replaces space with + sign.
        
        The problem is # is treated as anchor sign in URL and we have to espace it.
