what does TomCat consider to be the current folder. On windows, would it
be the bin folder in which tomcat.exe resides ?
I tried putting my file into that directory but to no avail.

The problem is that since this is a "resource" file, I would expect the
location to be specified in RELATIVE terms.
That is, when I deploy on my Prodution server, I am not sure where it is
going to land (OS/Container) , so I have no clue about the ABSOLUTE
path.

I searched a lot on the net, it is strange that not many people have
faced this problem (and documented it)
