Anoop, In iPlanet 4.1 you won't find the web-apps.xml as this is a new concept intoduced in 6.o and also the standard one nowadays. In that version you need to use the .properties file like context.properties, servlets.properties, rules.properties and jvm12.conf file to configure a application.
