In iPlanet 4.1 you won't find the web-apps.xml as this is a new concept intoduced in 
6.o and also the standard one nowadays. In that version you need to use the 
.properties file like context.properties, servlets.properties, rules.properties and 
jvm12.conf file to configure a application.

Follow the steps to install and configure a web application in iPlanet. 
Installation Steps for iPlanet web server 
1.      Pre-requisite JDK 1.2 or higher must be installed on your OS. 
2.      Start the installation by clicking on iws60sp2-nt.exe file. 
3.      Select installation type as Custom. 
4.      The default installation directory will be C:\iPlanet\Servers. If
