To my opinion, because HTML is a disconnected protocol (requests are independant) :
If you are only disconnecting the server without a server shutdown, and if nobody 
sends request to your server : it will arrive nothing of unusual.
If somebody tries to send a request after the reconnection, everything goes on 
normally.
If somebody tries to send a request during the disconnexxion, the " 404 Page not found 
" page is sent back to him.
As long as the server hasn't been stopped, there is no renewal of session.
