Hi Emma I did this before for a project, in which we had to mail out weekly/fortnightly/monthly reports to the management thru' the web app.
We created a singleton java class, which spawned a thread to do the this job. Regarding initializing this class on web server start up, you can start this thread inside the init method of a servlet, and let that servlet <load-on-startup> inside the web.xml. That way, we found it very stable and reliable.
