That's an easier way of doing it, yes ...
Filters give you more options but the extra hassle is probably not worth it ...

Subject: Redirecting all bad requests to a single page
Is there a way, in Tomcat, to redirect all invalid requests to a single
URL?
What I want to do is force any request that's not understood by Tomcat
(which is embedded in my application) to go to the default page, rather
than displaying the Tomcat-specific error message that normally shows.
Is this possible and, if so, how?
