I've been considering jcrontab for a similar application...  see the link below.

This is a pure java implementation of cron.  It can be started automatically by the 
container (e.g. tomcat).  Scheduling is similar to the UNIX crontab.  It's a work in 
progress, and it may be more fully-featured than what you need (but you should take a 
look).

there are a lot of timer implementations out there.
the easiest way is to use java.util.Timer w. a TimerTask.
use a ContextListener to create a timer and its timed task and bind it to
the context.
