I coppied the data.fs file over from my old server to the new instance, and everything worked fine. It was much easier, too. Why did this work, when copying the .zexp files didn't work?

The most likely culprit is the version of Zope is different on each server. If you are exporting/importing zexp files, you will have more difficulties than if you are dealing with Data.fs files.
