Hi,
CacheFu provided us with much help, we run it based around Apache >-
squid -> zope.
We have about 13,000 and its all running on one server with similar spec
to yours, however the user interactions are very simple (the don't edit
content for example).
I'd recommend doing this first and then moving to a ZEO load balancing
setup. If you aren't planning on users doing much editing (things that
require writes) compared to how many reads this is a very effective way
to scale. Its also relatively simple to set-up.
If there are a lot of writes or you think there might be you should
definitely plan to set-up a load balancing cluster. I don't have any
experience doing that yet (although our site in question will need that
in time as more functionality for users comes online).

Are there any good documents available on Plone 2.1
performance tuning?
Specifically, Plone 2.1.1 under Windows 2003 on a dual
processor system with 4GB of main memory.
In about 30 days I'll be bringing up a production Plone
server that will be supporting up to 1400 users.
I'm new to the world of Python and Zope, and so I am
attempting to rapidly learn all that needs to be learned (not
a simple task).
My main concern is tuning the system so that it will scale
sufficiently to be able to handle a heavy user load.
If anyone knows of a comprehensive performance tuning guide
for Plone, could you let me know?
