I have experienced this exact problem a bunch of times and solved it the same way as you. If you change the slightest thing, content_types_registry breaks. This happened to me when I uninstalled CacheFu 1.0.1 then installed CacheFu 1.0.2 and then restarted our Plone 2.1.3 site. Same goes for Mimetypes_Registry.
I think there's something brittle about content_types_registry and mimetypes_registry,
