Gary wrote he used Debian tools to look for some files. I'm using Debian
(Etch), too.

Since no one else whether here nor on IRC knew about this problem I
considerd there might be a causal relationship between that problem and
Debian.

So compiled and installed Python 2.4.4, Paster and ZopeSkel locally (not
using Debian packages) and tried to install 3.1beta1 using these
versions instead of the Debian versions.

Voila! It worked!

python2.4:
  Installed: 2.4.4-3
  Candidate: 2.4.4-3
  Version table:
 *** 2.4.4-3 0
        990 ftp://ftp.de.debian.org stable/main Packages
        100 /var/lib/dpkg/status

python-pastescript:
  Installed: 1.0-1
  Candidate: 1.0-1
  Version table:
 *** 1.0-1 0
        990 ftp://ftp.de.debian.org stable/main Packages
        100 /var/lib/dpkg/status

Maybe the above mentioned Debian packages are broken somehow?!
