Hi Craig, I'm not very familiar with installing Plone on Windows, but maybe clicking the icon simply starts the Zope/Plone instance and does nothing else? What happens when you browse here: http://localhost:8080/
If that comes up with an empty or "not found" page, you'll need to start the instance, which, I assume, is installed in Windows as a "service".
