There's probably not a ready-to-go product that does exactly what you want. You could probably use http://plone.org/products/collective.z3cform.wizard to create a simplified wizard that would build an appropriate PFG in response to a few custom questions. This would require some programming upfront, but once you did that, it could be very easy to use for your users. There might be other approaches that folks smarter than me can suggest.
