So the verdict. Yes it seems that the new installer ignores the change in
directory when asking it to install in another place vs the default. So it
creates a service with the default directory which does not exist and then
attempts to create one with the new directory after the fact which then
causes the error that a service with the same name. Even tho There is no
service in the location it is looking. Thanks for pointing me in the right
direction. This definitely is not the best experience i have had with plone
including tons of new issues migrating from the old version. Thanks for the
help.
