Well, problem still exists (with one exception - my site is not exposed public anymore, until I will fix this problem). I created new instance of Plone (using fresh installation of Plone 4.0) and copied data.fs. My user belongs to Administratos /Reviewers groups, and still doesn't have access to publish documents. Any help will be appreciated.
